
West Palm Beach City Commission Meeting and Community Redevelopment Agency (CRA) Approvals and Decisions
WEST PALM BEACH, FL (DATE) – Below is a summary of the approvals and decisions made by the City Commission meeting on Monday, 2024.
MAYOR’S OFFICE – Mayor Keith A. James proclaimed Wednesday, May 15, 2024, as Peace Officer’s Memorial Day, and the week of May 12-18, 2024, as West Palm Beach Police Week.

accepted the proclamation in honor of their husband and father, West Palm Beach Police Officer Robert D. Edwards, who was killed in a traffic accident while
responding to a call on January 21, 1984.
Heard presentations from State Senator Bobby Powell, Jr., and State Representative Jervonte Edmonds about the 2024 Legislative session.
Approved three resolutions for improvements to 2617 Division Avenue, one resolution for a Building Improvement Grant for Sugaring Global LLC in the amount of $100,000, a second resolution approving a funding agreement with the West Palm Beach Community Redevelopment Agency (CRA) and the City of West Palm Beach for the Building Improvement Grant, and a third resolution recognizing and appropriating a transfer from the CRA to the General Fund to fund the Building Improvement Grant.
Approved an ordinance after second public hearing amending the City code of ordinances, Chapter 86, Traffic and Parking, to add new definitions; amend the penalty provisions; provide authority to the Mayor to regulate construction management plans, parking permits for new developments and residences, and traffic calming; to abolish the Traffic Calming Advisory Board; and to further regulate traffic calming.
CITY ATTORNEY – Approved a resolution authorizing placement of City liens in the amount of $29,895.74 for unpaid water service, sewer service and storm water charges for the month of February 2024.
DEVELOPMENT SERVICES – Approved an ordinance after first public hearing elating to a change in boundaries of the CityPlace Community Development District; approved an ordinance after first public hearing regarding rezoning of 1.65 aces at 1150 Southern Boulevard from Recreation and Open Space (ROS) to Recreation and Open Sace Planned Development (ROSPD) and discussion of a resolution granting waivers from Zoning and Land Development Regulations for construction of two buildings for the Boys and Girls Clubs of Palm Beach County, an outdoor playground and outdoor classroom; approved an ordinance after first public hearing regarding a rezoning to change the zoning designation of about 11.02 acres located at 3801 Georgia Avenue from Multifamily High Density (MF-32) Residential to Residential Planned Development (RPD) and discussed a resolution regarding development regulations and conditions for Roeland Gardens Residential Planned Development (RPD) and granting waivers to the Zoning and Land Development Regulations for the project planned by the West Palm Beach Housing Authority; approved a resolution after a public hearing regarding a request on behalf of the School District of Palm Beach County for approval to abandon and vacate less than one-quarter acre on two streets, Windsor Avenue and 16th Street; Approved a resolution after public hearing to approve a minor subdivision to create the Icon Marina Plat consisting of one development tract of about five acres at 4334 North Flagler Drive.
ENGINEERING – Approved a resolution approving a mobility improvement assistance agreement for $150,000 among WPB Mobility Coalition, Inc. (WPBgo), the City of West Palm Beach and the West Palm Beach Community Redevelopment Agency (CRA) to increase mobility capacity and demand.
PARKS and RECREATION – Presented the West Palm Beach GreenMarket Master Chef Showcase awards for 2024.

The winning chef, Master Chef Joey Leuze, of Palm beach Catering, was unable to attend.
Approved an ordinance after first public hearing amending and restating the Code of Ordinances of the City of West Palm Beach Chapter 58 “Parks and Recreation Facilities and amending Chapter 78 “Streets, Sidewalks and Public Places” in sections 78-466 and 78-467; Approved an ordinance after first public hearing authorizing a lease agreement between the City of West Palm Beach and the Bous and Girls Clubs of Palm beach County Inc., for the Florence De Georges Boys and Girls Club located at 4105 Pinewood Avenue; approved an ordinance after first public hearing authorizing a lease between he City of West Palm Beach and the Boys and Girls Clubs of Palm Beach County Inc., for a new club to be built in Dreher Park.
PUBLIC UTILITIES – Approved a resolution approving the conveyance of water utility facilities service Royal Poinciana Plaza to RPP Palm Beach Property LP, finding such conveyance is in compliance with Utility Bond covenants.

Below is a summary of the approvals and decisions made by the Community Redevelopment Agency (CRA) meeting on Monday, April 29, 2024.
Approved a resolution authorizing suspension of lease payments for the property at 311 North Sapodilla Avenue, also known as Fantasy Island, until issuance of a Certificate of Occupancy.
Approved a resolution authorizing conversion of the Purchase and Sales Agreement to a Lease Agreement with a purchase option with Camiles Flowers & Gifts, 618-620 7th Street.
Approved a resolution approving a mobility improvement assistance agreement for $150,000 with WPB Mobility Coalition, Inc (WPBgo), the City of West Palm Beach and the CRA.
Approved two resolutions approving an interlocal agreement between the CRA for the funding of a Building Improvement Grant for Sugaring Global LLC., and a second resolution authorizing the transfer of CRA funds to the City related to the Building Improvement Grant for Sugaring Global LLC.
The CRA also discussed the ongoing negotiations between the CRA and Vita Lounge, LLC about the Sunset Lounge.
