Draft FY 2024-2025 Annual One Year Action Plan
Public Comment Period & Public Hearing
June 22, 2024
The City of West Palm Beach is an entitlement recipient of federal funds from the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG) Program, HOME Investment Partnerships (HOME) Program, and Housing Opportunities for Persons With Aids (HOPWA) Program. In order to receive these funds, the City must adopt an Annual One Year Action Plan that is consistent with its 2020-2024 Five Year Consolidated Plan. The draft Fiscal Year (FY) 2024-2025 Annual One Year Action Plan describes the proposed allocation and use of the funds and how these projects/activities will help achieve the overall goal and objectives outlined in the City’s Five-Year Consolidated Plan.
The City anticipates receiving a total of $5,201,323 in FY 2024-2025 funding (October 1, 2024 – September 30, 2025) as follows: CDBG - $1,039,077; HOME - $492,244; and HOPWA - $3,670,002. The required public review period begins Saturday, June 22, 2024, and ends Monday, July 22, 2024. The City of West Palm Beach will receive written comments until 5:00 PM on Monday, July 22, 2024 on the proposed Action Plan and budget as follows:
Proposed CDBG Entitlement Funding $1,039,077
Public Services (15%) $155,861
The City will utilize these funds for direct internal services and/or external contracts to provide eligible public service activities to the City’s homeless population. The activity is eligible under 24 CFR 570.201(e) and will benefit low- and moderate-income persons as qualified under 24 CFR 570.208(a)(2) – Limited Clientele Activities or Area Benefit Activities.
Public Facilities and Improvement $675,401
This activity will fund the renovation or construction of public facilities or infrastructure improvements. A public facility or infrastructure improvement redeveloped or constructed under this activity will primarily serve individuals who reside in areas of low- and moderate-income concentration. The activity is eligible under 24 CFR 570.201(c) and will benefit low- and moderate-income persons as qualified under 24 CFR 570.208(a)(1) – Area Benefit Activities or Limited Clientele Activities.
Planning and Administration (20%) $207,815
This activity will provide general management, oversight, and coordination of the program. This activity is assumed to benefit low- and moderate-income persons and is eligible under 24 CFR 570.206(a).
Proposed HOME Entitlement Funding $492,244
New Construction/Housing Development $369,184
This activity will support the new construction or rehabilitation of affordable homeownership or rental units. This activity is activity is eligible under 24 CFR 92.205.
Community Housing Development Organization (CHDO) Set-Aside (15%) $73,836
Funding will be allocated to certified CHDO’s for the rehabilitation or development of housing for low-income households. This activity is eligible under 24 CFR 92.300.
HOME Program Administration (10%) $49,224
This activity will provide general management, oversight, and coordination of the HOME program including planning and monitoring costs. This activity is eligible under 24 CFR 92.207.
Proposed HOPWA Entitlement Funding $3,670,002
Tenant-Based Rental Assistance $3,324,900
Project Sponsor(s) will provide tenant-based rental assistance to eligible households. This activity is eligible under 24 CFR 574.300.
Supportive Services $85,000
Project Sponsor(s) will provide supportive services to eligible households. This activity is eligible under 24 CFR 574.300.
Project Sponsor Administration $150,002
Project Sponsor(s) will utilize program funds for the general administration of the HOPWA Program. This activity is eligible under 24 CFR 574.300.
Grantee Program Administration (3%) $110,100
Grantee will utilize program funds for the general administration of the HOPWA Program. This activity is eligible under 24 CFR 574.300.

Florida Housing Finance Corporation administers the State Housing Initiatives Partnership (SHIP) Program, which provides funds to the City of West Palm Beach to produce and preserve housing opportunities to serve very low, low, and moderate income families. To maintain eligibility of SHIP fund allocations, the City is required to develop a Local Housing Assistance Plan (LHAP). The LHAP is a document that sets forth the City's local strategies and criteria for administering its SHIP Program.
Citizens, agencies, and all interested parties are encouraged to review and provide comments on the proposed LHAP covering the fiscal years of 2024/25, 2025/26, 2026/27.
Copies of the proposed LHAP are available for review and comment during the comment period commencing May 17, 2024, and ending June 10, 2024.

2022-2023 CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT (CAPER)
(October 1, 2022 through September 30, 2023)
The City of West Palm Beach Department of Housing and Community Development has completed a draft of its Fiscal Year 2022-2023 Consolidated Annual Performance Evaluation Report (CAPER) as required by the U.S. Department of Housing and Urban Development (HUD) under 24 CFR Part 91. The CAPER is designed to outline the progress made in the implementation of the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Housing Opportunities for Persons with AIDS (HOPWA) programs for the period October 1, 2022 through September 30, 2023 based on the priority needs and specific objectives identified in the City’s Consolidated Plan and Annual Action Plan.
The draft CAPER will be available for viewing on the City of West Palm Beach Department of Housing and Community Development website at https://www.wpb.org/government/housing-community-development/reports. Interested persons can also request a copy of the CAPER by telephone: 561-822-1250, by email: ksspence@wpb.org, or by visiting or written request to: City of West Palm Beach, Department of Housing and Community Development, 401 Clematis Street, West Palm Beach, FL 33401.
All interested parties are invited to submit written comments. Written comments may be mailed or submitted via email to ksspence@wpb.org. The City will accept written comments during the 15-day public comment period beginning on December 6, 2023 and ending on December 22, 2023, prior to its submission to HUD by December 29, 2023. The City will incorporate received comments into the final CAPER prior to submission to HUD.

Fiscal Year 2021-2022 Action Plan Substantial Amendment
HOME-ARP

The City of West Palm Beach is an entitlement recipient of federal funds from the U.S. Department of Housing and Urban Development (HUD) for the HOME Investment Partnerships Program (HOME). The City was allocated $1,734,257 in supplemental HOME funding under the American Rescue Plan Act of 2021 to address the impact of COVID-19 on individuals experiencing homelessness and other vulnerable populations. To receive the HOME-ARP funds, the City must submit a HOME-ARP Allocation Plan to HUD describing the use of the funds, including how the funds will address the needs of qualifying populations. The deadline to submit the HOME-ARP Allocation Plan is March 31, 2023.
In accordance with 24 CFR 91.505, the City of West Palm Beach is proposing the following substantial amendment to the FY 2021-2022 Action Plan:
- Allocate HOME-ARP program funds in the amount of $1,734,257 in the 2021 Annual Action Plan to eligible activities.
HOME-ARP Budget $1,734,257
Development of Affordable Rental Housing $1,474,119
The City will utilize these funds to acquire, construct, or rehabilitate affordable rental housing to increase the current rental housing stock available to low- and moderate-income individuals.
Administration and Planning (15%) $260,138
The City will utilize these funds for reasonable administrative and planning costs to provide program management, coordination, oversight, and monitoring of the HOME-ARP program.
Federal regulations require that the City provide the public with reasonable notice of and an opportunity to comment on any substantial amendments in accordance with 24 CFR 91.105. HOME-ARP requires that the comment period must be open for no less than 15 days. In accordance with the City’s Citizen Participation Plan, the usual 30-day public comment period may be shortened in accordance with applicable HUD waivers. The comment period on the HOME-ARP Allocation Plan will commence on February 19, 2023 and end on March 6, 2023.

2021-2022 CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT (CAPER)
(October 1, 2021 through September 30, 2022)
The City of West Palm Beach Department of Housing and Community Development has completed a draft of its Fiscal Year 2021-2022 Consolidated Annual Performance Evaluation Report (CAPER) as required by the U.S. Department of Housing and Urban Development (HUD) under 24 CFR Part 91. The CAPER is designed to outline for citizens the progress made in the implementation of the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Housing Opportunities for Persons with AIDS (HOPWA) programs for the period October 1, 2021 through September 30, 2022 based on the priority needs and specific objectives identified in the City’s Consolidated Plan and Annual Action Plan.
The draft CAPER will be available for viewing on the City of West Palm Beach Department of Housing and Community Development website at https://www.wpb.org/government/housing-community-development/reports. Interested persons can also request a copy of the CAPER by telephone: 561-822-1250, by email: ksspence@wpb.org, or by written request to: City of West Palm Beach, Department of Housing and Community Development, 401 Clematis Street, West Palm Beach, FL 33401.

FY 2019/2020 and 2020/2021
Pursuant to Florida Statute 420.9075(10), the City of West Palm Beach has prepared its Annual
Performance Reports for the State Housing Initiatives Partnership (SHIP) program for fiscal years 2019/2020 and 2020/2021. These reports contain information on the status of all SHIP funded projects completed before June 30, 2022.
The Annual Performance Reports shall be submitted to the Florida Housing Finance Corporation (FHFC) on or before September 15, 2022. Reports are available for review of between the hours of 8:00 A.M. and 5:00 P.M., Monday – Friday, at the City of West Palm Beach Department of Housing and Community Development (HCD) located at 401 Clematis Street, 3rd Floor, and West Palm Beach, FL 33401.
The City invites the public and all interested parties’ comment on the reports by submitting written comments, no later than by close of business on Monday, September 12, 2022, to:

Draft FY 2022-2023 Annual One-Year Action Plan

The City of West Palm Beach is an entitlement recipient of federal funds from the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG) Program, HOME Investment Partnerships (HOME) Program, and Housing Opportunities for Persons With Aids (HOPWA) Program. In order to receive these funds, the City must adopt an Annual One-Year Action Plan that is consistent with its 2020-2024 Five-Year Consolidated Plan. The draft Fiscal Year (FY) 2022-2023 Annual One-Year Action Plan describes the proposed allocation and use of the funds and how these projects/activities will help achieve the overall goal and objectives outlined in the City’s Five-Year Consolidated Plan.
The City anticipates receiving a total of $4,741,369 in FY 2022-2023 funding (October 1, 2022 – September 30, 2023) as follows: CDBG - $988,328; HOME - $508,961; and HOPWA - $3,244,080. The City is also making available $42,026 in HOME program income, bringing the total HOME allocation to $550,987. The required public review period begins Saturday, July 9, 2022, and ends Monday, August 8, 2022. The City of West Palm Beach will receive written comments until 5:00 p.m. on Monday, August 8, 2022 on the proposed Action Plan and budget as follows:
Proposed CDBG Entitlement Funding $988,328
Public Services (15%) $148,250
The City will utilize these funds for direct internal services and/or external contracts to provide eligible public service activities to the City’s homeless population. The activity is eligible under 24 CFR 570.201(E), and will benefit low- and moderate-income persons as qualified under 24 CFR 570.208(a)(2) – Limited Clientele Activities or Area Benefit Activities.
Public Facilities and Improvement $642,413
This activity will fund the renovation or construction of public facilities or infrastructure improvements. A public facility or infrastructure improvement redeveloped or constructed under this activity will primarily serve individuals who reside in areas of low- and moderate-income concentration. The activity is eligible under 24 CFR 570.201(C), and will benefit low- and moderate-income persons as qualified under 24 CFR 570.208(a)(1) – Area Benefit Activities or Limited Clientele Activities.
Planning and Administration (20%) $197,665
This activity will provide general management, oversight, and coordination of the program. This activity is assumed to benefit low- and moderate-income persons and are eligible under 24 CFR 570.206(a).

HOME Program Income $42,026
New Construction/Housing Development $419,545
This activity will support the new construction or rehabilitation of affordable homeownership units. This activity is activity is eligible under 24 CFR 92.205.
Community Housing Development Organization (CHDO) Set-Aside $76,344
Funding will be allocated to certified CHDO’s for the rehabilitation or development of housing for low income households. This activity is eligible under 24 CFR 92.300.
HOME Program Administration (10%) $55,098
This activity will provide general management, oversight, and coordination of the HOME program including planning and monitoring costs. This activity is eligible under 24 CFR 92.207.
Proposed HOPWA Entitlement Funding $3,244,080
Tenant-Based Rental Assistance $2,956,758
Project Sponsor(s) will provide tenant-based rental assistance to eligible households. This activity is eligible under 24 CFR 574.300.
Supportive Services $75,000
Project Sponsor(s) will provide supportive services to eligible households. This activity is eligible under 24 CFR 574.300.
Project Sponsor Administration $115,000
Project Sponsor(s) will utilize program funds for the general administration of the HOPWA Program. This activity is eligible under 24 CFR 574.300.
Grantee Program Administration $97,322
Grantee will utilize program funds for the general administration of the HOPWA Program. This activity is eligible under 24 CFR 574.300.
