The Emergency Management Division is responsible for coordinating and managing emergency response efforts within the city. Their primary role is to plan, prepare, respond to and recover from various emergencies and disasters to ensure public safety.

This division typically handles activities such as: 

1. Emergency Planning: Developing and maintaining comprehensive emergency response plans, including procedures for different types of incidents, such as fires, natural disasters, hazardous material incidents, and terrorist attacks.

2. Preparedness Training: Conducting training programs and drills to enhance the preparedness of emergency personnel and the community. This includes educating residents about emergency procedures, evacuation routes, and safety measures.

3. Emergency Response: Coordinating and overseeing the response efforts during emergencies, working closely with other agencies and departments. During large scale all-hazard emergencies, Emergency Management may establish incident command centers, manage resources, and ensure effective communication among responders.

4. Emergency Operations Center (EOC): Operating and managing the EOC during significant incidents or disasters. The EOC serves as a centralized hub for coordinating emergency operations, gathering information, and making critical decisions.

The City of West Palm Beach operates under the three Activation Levels described below:

1. Full Activation: All primary and support agencies are notified. The West Palm Beach EOC is staffed by emergency management personnel, all ICS staff, State Representatives, and other partner organizations.

2. Partial Activation: All ICS staff are notified. The West Palm Beach EOC will be staffed by emergency management personnel, necessary ICS staff and outside agencies as required to meet the operational needs of the incident.

3. Monitoring: The EOC is staffed by emergency management personnel and the communications staff. Notification is made to selected staff who need to take action as part of their everyday responsibilities.

5. Public Safety Communication: Ensuring effective communication channels are in place to disseminate emergency information to the public, including alerts, warnings, and updates through various platforms such as websites, social media, and emergency notification systems.

6. Recovery and Mitigation: Assisting in the recovery phase after an emergency or disaster by coordinating resources, assessing damages, and facilitating post-event evaluations. They also work on mitigation strategies to minimize the impact of future emergencies.

Overall, the Emergency Management Division plays a vital role in safeguarding the city's residents, infrastructure, and resources by preparing for and responding to emergencies in a coordinated and efficient manner.
