Go Green! Enroll in e-Billing Today
To enroll or "opt out" of paperless billing (e-Billing) you will need to contact a Customer Service Representative with your request at 561-822-1300 or email your request to the Utility Mailbox or fax your request to 561-822-1299. You can access utility bill information 24 hours a day by registering and adding your account to the payment system. If you choose to "go green" you will receive electronic notifications when your new bill is available to view in your customer portal.

Ever wondered how much water was used this time last year? Your bill now includes a usage history graph. Usage history is a great way to keep an eye on water usage – month to month, without pulling out old bills.
Our goal is to encourage customers to utilize the usage history graph and our eBilling service as a convenient and eco-friendly option to printed bills and use the graph as a way to kick start water conservation.

Terms of Use Agreement
PLEASE READ CAREFULLY PRIOR TO ENROLLMENT. This website is operated and maintained by the City of West Palm Beach, Florida (“the City”). The City provides this website to you, subject to the terms and conditions stated in this Terms of Use Agreement (“Terms of Use”). The City may change these Terms of Use from time to time, without notice, so you should review it periodically. By enrolling in and using the City’s eBilling program you accept and agree to abide by all of the terms and conditions contained in this Terms of Use Agreement and any changes to it. The terms and conditions set out below apply only to the City’s eBilling Program and you agree to use this website and its services only for legal and permitted purposes.
- You will provide an accurate email address to the City of West Palm Beach for e-Billing communication purposes. You also agree to maintain, at all times, a valid email account while enrolled in eBilling.
- The accuracy and validity of the email address provided to the City is entirely your responsibility. Should that email address become invalid or compromised for any reason, you will be responsible for providing the City with your new email address via the WEB.
- Completion of the enrollment process may take up to 2 billing cycles. During that time you will continue to receive bills and other correspondence via United States Postal Service (USPS). You will be sent an email confirmation when your enrollment becomes effective.
- The City of West Palm Beach has no responsibility in the event that your password is used by anyone else to access your account.
- After enrollment becomes effective you will no longer receive Public Utilities paper bills in the mail. However, correspondence and notices will continue to be delivered via United States Postal Service (USPS).
- You remain fully liable for all outstanding amounts owed to the City of West Palm Beach at all times.
- The City of West Palm Beach reserves the right to refuse use of eBilling to anyone for just cause including but not limited to in case of possible fraudulent use or activity or unauthorized use.
- The City of West Palm Beach cannot guarantee uninterrupted access to your online account. Outages may occur or may be scheduled; if scheduled, an online notice may be posted.
- Unscheduled outages are beyond the City’s control. The City of West Palm Beach will make every effort to return the system to full operation as soon as it is possible.
- Information you provide on this website is subject to the disclosure requirements of Florida’s Public Records Law (chapter 119 Florida Statutes, as amended). For security purposes, if your account(s) is classified as exempt from public records under Chapter 119, your accounts are not eligible to participate in City of West Palm Beach Public Utilities WEB billing or payment services.
- This Terms of Use Agreement shall be governed exclusively by the laws of the State of Florida (excluding its choice of laws provisions). Venue shall reside exclusively in Palm Beach County, Florida. Any waiver of any term of this agreement does not constitute a waiver of any other term or a continuing waiver of it. The Company reserves all of its rights stated in this agreement.
