City of West Palm Beach Solicits Additional Public Feedback on Surplus Property

Residents are encouraged to submit comments regarding property at 8111 S Dixie Highway

WEST PALM BEACH, FLA. (October 30, 2020) – The City of West Palm Beach seeks public input on the final project goals and objectives related to the development of the property at 8111 S. Dixie Highway. Residents are invited to submit feedback or comments on the final draft project goals and objectives that will be included in the Invitation to Negotiate (ITN). An ITN is a competitive solicitation that considers factors outside of price in the award determination. These factors include developer experience and concept, design financial and project feasibility, etc.

In accordance with the Code of Ordinances - Section 2-31, the City’s Housing and Community Development Department (HCD) intends to seek approval of the ITN by the City Commission in December of 2020.  The ITN will also outline details on the selection process which provides for a robust and inclusive process that will consist of a citizen review committee and other opportunities for all residents to provide feedback. 

The City has developed draft project goals based on previous public input that will be included in the solicitation document. Residents are encouraged to email their comments to 8111@wpb.org beginning now through 5:00 p.m. on Friday, November 13, 2020.

Draft Project Goals and Objectives

The City’s intent for 8111 is to provide an architecturally significant, mixed-use landmark project that:

  • Provides economic impact and creates opportunities for job creation, entrepreneurial enterprise and growth of established industries or businesses;
  • Fulfills the best use for the site, emphasizing quality of place, and provides a robust mix of uses (including but not limited to commercial, retail and office space; entertainment venues; community oriented public uses, such as public open space; cultural or recreational uses);
  • Considers and incorporates the waterfront location of the property, which may include the vision for the ‘Chain of Lakes Blueway Trail Project’;
  • Creates an architectural “landmark” on Dixie Highway with a visually exciting, signature building(s);
  • Considers the redevelopment of the nearby golf course;
  • Considers potential redevelopment of the adjacent shopping center;
  • Provides a noticeable gateway to the City;
  • Incorporates art or other visual appealing elements into the design;
  • Enhances the South-end’s unique identity and sense of place; and
  • Contributes to the overall quality and appeal of the surrounding neighborhoods.
